VI Framework Programme of Research and Technological Development (2002 - 2006).
On June 27th 2002 the European Parliament and the Council with decision nr. 1513/2002/EC (published on Official Gazzette of the European Community nr.2002/L232 of 29th August 2002) have approved the “VI Framework Programme of Research and Technological Development for the five-years period 2002-2006”. The overall budget covering the four-year period 2003-2006 is EUR 17.5 billion, representing an increase of 17% from the Fifth Framework Programme (1998-2002) recently closed.
The new program foresees the use of three main areas for the activities:
to integrate the european research;
- to give a structured research area;
- to renforce the basis for the european research area.
These areas are developed on seven key areas:
- Genomics and biotechnology for health;
- Information Society Technologies (IST);
- Nanotechnologies and nanosciences;
- Aeronautics and space;
- Food safety;
- Sustainable development;
- Economic and social sciences.
The main focus of FP6 is the creation of a European Research Area as a vision for the future of research in Europe. It aims at scientific excellence, improved competitiveness and innovation through the promotion of increased co-operation, greater complementarity and improved co-ordination between relevant actors, at all levels.
Management methods and procedures have been simplified to promote greater efficiency and a lasting impact on the European scientific and technological landscape. Priorities have been reduced to better focus on a progressive integration of activities. New support instruments have been introduced (networks of excellence and integrated projects), which will give EU activities a bigger impact and bring about a stronger structuring effect on research conducted in Europe. FP6 will make it possible to assemble genuine critical masses of resources, to better co-ordinate national research efforts and to diversify support activities in key areas such as the mobility of researchers, research infrastructures and science and society issues.
Concerning our sector (cultural heritage and memory institutions), see point nr. 2 "Information Society Technology". The aim of the actions of this key area of the IST, together with the conclusion of the Lisbon European Council of the year 2002 and the one of Stockholm of the year 2001 and the goals of the "e-Europe" action Plan, is to incentive, in Europe, the development of the technologies of the basic application for the construction of an Information Society to enforce the competitiveness of the European industry to offer the European citizens the opportunity to obtain the maximum development of the Knowledge Society.
The Information Society Technology - IST publishes from year to year a work programme with which the sectors to finance and the action lines of the candidatures are recognized. Is now online the IST Workprogramme 2005-2006.
The National Contact Point (NCP) for IST is the Ministry for Education, University and Research MIUR.
