1. What is the Culture 2000 Programme?

It is a Community programme for the support to cultural and artistic activities of European dimension, has been launched with decision n.508/2000/CE of the European Parliament and of the Council of February 14th 2000 (EC Official Journal s.L, n. 63 of 10.3.2000).

2. Which are the aims?

The programme has the following goals:

  • promotion of the mutual knowledge of culture and history of European people;
  • diffusion of transnational culture and creativeness promotion;
  • improvement of cultural difference and new forms development of cultural expression;
  • sharing and exploitation of the common cultural heritage of European importance;
  • promotion of an intercultural dialogue and of a mutual exchange between European cultures and the Third Countries;
  • exploitation of culture in the social-economic development;
  • recognition of culture as social integration factor and consequent development of access and participation to the cultural life of the most of citizens;

3. Which are the priority sectors?

For the Year 2002:

  • Projects concerning the sectors of Visual Arts and the cultural heritage, (Books,  Reading, and the literary translation).

For the Year 2001:

  • Projects concerning the sectors of cultural heritage,
    of the mutual knowledge of the history and the literary and artistic creation (included the literary translation).

For the Year 2000:

  • Projects which propose some concrete cultural productions (for instance editions, festival, exhibitions).
  • Projects addressed to an ample public (young people included).
    In general, a particular attention is paid to the disadvantaged categories of the society.

4. Which are the action keys foreseen for the Culture 2000 Programme?

The objectives of which above are realized through the following actions:

  1. specific, innovative and/or experimental actions;
  2. integrated actions inside cultural cooperation, structured and long term agreements;
  3. special cultural events with European and/or international interest.

5. Which are the admissible areas?

The program is opened to the participation of the Countries of the European Economic Space, as well as to the participation of Cyprus and the in partnership countries of central and oriental Europe, according to fixed conditions from the association or from the additional protocols to the accords of relative association to the share to the concluded community programs or to end with such countries.
The program is also opened to the cooperation with other countries which had concluded agreements of association or cooperation with cultural clauses.
The program allows the joined action with competent international organizations in the field of culture, such as the Unesco or the Council of Europe, with the respect of the rules of every institution or organization for the realization of the actions and the cultural events.

6. Which s the overall budget for the Programme?

The overall budget covering the four-year period 2000 - 2004 is  167 milion euros.

7. What are "calls for proposals"?

Since the FP budget represents taxpayer’s money, the implementation of the FP must be carried out in an open and transparent way, ensuring equal access and fair treatment to all applicants. This is ensured through "calls for proposals" which are published in the EU’s "Official Journal" and on the Commission’s relevant Internet pages. Research teams and consortia wanting to submit a proposal in response to such a "call" would normally have a minimum of three months to elaborate and submit their proposal.

Following receipt of proposals, these will as a first step be checked against the relevant eligibility criteria such as:

  • has the proposal been submitted before the deadline?
  • are proposing partners eligible for EU funding?
  • are proposing partners established in one of the eligible countries?
  • is the subject of the proposed research eligible?
  • are ethical aspects of the proposed research been taken into due consideration?

Thereafter external experts will proceed with the evaluation of the scientific and technological quality of the proposed project. External experts will then submit to the Commission a shortlist of projects that they recommend for funding.
