The Community of the European Communities has approved on April 14th 2000 the relative orientations to the Community initiative.
On the experience matured in the context of the ADAPT Initiatives and Occupation , EQUAL is proposed like a laboratory able to elaborating and to spreading new ways of realization of the occupation politics with the purpose to fight against the discriminations and the inequalities of whatever nature suffered by those people that try to enter to the market of the job and from those that are already integrated in.
The Priorities of the initiative coincide with the so-called pillars through which European strategy is articulated for the occupation:
- Employability
- Entrepreneurship
- Adaptability
- Equal Opportunities
A fifth Priority, contemplates instead actions destined exclusively people asking for asylum.
With reference to the thematic sectors described in the paragraph 16 of the EQUAL Institutive Communication, as well as to the indications of the European Community concerning people asking for asylum (paragraphs 19-21 of the Communication), the choices operated to national level foresee the activation of the following Measures:
- Measure 1.1: to create conditions for the working insertion of the weakest subjects on the market of the job.
- Measure 1.2: to prevent from rising up of racism and xenophobia phenomenons.
- Measure 2.2: to strengthen the social economy (third sector) in the directions of the support and the quality of enterprises and services.
- Measure 3.1: to use the lever of continuous trainig to fight the discriminations and the inequalities of treatment in the job market.
- Measure 4.2: to oppose the mechanisms of vertical and horizontal segregation and to promote new policies of the times.
- Measure 5.1: to improve the quality of the welcoming and to promote new formative approaches of people asking for asylum.
The EQUAL creators are strategic partnership, so called partnership of development (PS), on purpose constituted by a plurality of organisms, with competences and diversified experiences, to elaborate and to realize integrated actions concerning the Priorities and the Measures contemplated by the initiative.
The PSs can be created on geographical base gathering parties to the subjects in a determined territory, in this case it will be a geographical partnership.
The PSs can also be created on sectorial base: the sectorial PS intervenes in a determined economic sector, without previous geographical references.
In the realization of the initiative, the transnationality will be characterized by:
- a strong integration between the experimentations realized from the PSs in national area and the transnational cooperation activities;
- a typology of transnational cooperation that privilege the common planning development and the involvement of the greatest possible number of actors inside the PS;
- a partnership creation characterized by a tall level of inside coherence, either as far as it concerns the thematic choices, either for what it is referred to attuative ways of collaboration and finally, as far as it pertains to the choice and the exploitation of the results.
